Manual setting fees

It would be nice to have an option to set the fee manually, instead of only the options: slow, normal and urgent.
I know the goal of cln-application is to be simple.
But settings fees by hand could allow to save some sats on fees just looking to the mempool.

This is a feature request.

• 1, just learned about this when sending onchain, the fee calc was too low too so my tx will take a while. ill see if I can add manual fee setting soon
