System-Wide Alert: Not visible to users in real time without page reload

Describe the bug

System-wide Alerts do not appear in real time for users already browsing the site until they perform a full page reload.

Observed in demo.dspace.org and sandbox.dspace.org.

To Reproduce

1. Open two different browsers (or one regular window and one incognito).
2. In Browser 1, open DSpace home page (or any page).
3. In Browser 2, log in as an admin, go to the System-Wide Alert settings, enable the alert, and save.
4. In Browser 1, without logging in, navigate through the site. Visit different pages, go back etc., but do not refresh the page.
5. Observe the alert never appears in Browser 1.

Expected behavior

System-wide alerts should be visible to all users shortly after they are enabled, without needing a manual page reload. The alert should appear during regular navigation

This is particularly relevant when the alert is needed for real-time updates, like urgent maintenance or ongoing issues
